Oregon: ORCA Special Coronavirus Update – 3/20/20

Dear ORCA members and Oregon’s cannabis community,
The ORCA team, industry groups, cannabis lawyers and others have come together to draft a petition to the OLCC meant to promote safe access to cannabis throughout the COVID-19 crisis and we need your signatures.
Most importantly, the letter advocates that cannabis production and sale be considered an essential business activity and allowed to continue in the event of a shelter-in-place order. We also make a number suggestions for proposed temporary rule changes to ensure public safety and continued access, namely:
1) Allow retail licensees to make home deliveries once they have submitted the OLCC home delivery form, without waiting for approval;
2) Allow retail licensees to make drive-up and walk-up sales and to exempt from pre-approval any premises changes that are made to enhance health and safety;
3) Allow retail licensees to make curbside delivery to customers who have pre-ordered;
4) Normalize delivery regulations to facilitate mobile service and sanitary concerns; and
5) Ease pre-approval requirements to increase access to capital.
To have the best chance of making a real impact with the OLCC and other interested parties, we need to show how broad the base of support for these changes is. It is no exaggeration to say that the fate of the Oregon cannabis industry is hanging in the balance.
